Mogaji lists financial autonomy as solution legislative effectiveness

The Chairman of the Lagos State House of Assembly Service Commission (LAHASCOM), Chief Wale Mogaji has said that financial autonomy granted to the National Assembly and some state houses of Assembly has become a catalyst for developing the legislative institutions in the country.

Mogaji stated this when members of the Kaduna State House of Assembly Service Commission, led by their Chairman, Senator Muhammed Sani Saleh paid the commission a working visit yesterday.

He explained that financial autonomy given to the legislature has helped in shaping its administrative structure, developing the personnel and enhancing their performance.

The chairman declared that the members of staff in the commission and the Lagos State House of Assembly can work perfectly in any legislature across the world, owing to the training acquired and administrative prowess garnered over the years.

“Without financial autonomy, there is little the legislature can achieve in this modern democracy, especially when the people are now more interested in and concerned about public governance and appreciate the roles played in a democratic setting,” Mogaji argued.

According to him, Lagos State legislature has been the toast of the rest of the federation because of its excellent performance and how it has positively affected lives of Lagosians.

In his speech, Saleh promised to send a bill to the Speaker of the Kaduna State House of Assembly, concerning expanding administrative structures of the state’s legislative service commission, while applauding LAHASCOM for instituting a working and virile system of administration in Lagos State Assembly.

He informed the gathering that LAHASCOM has proved “competent and remains an excellent legislative service commission in the country,” noting that the administrative structure he saw was enough to convince him and other members of the delegation that “Lagos State has gone ahead of other states in entrenching enviable legislative practice.”
